Education Transfer Policy

Section 1: TLC Eligibility Requirements

All New York City drivers must have a TLC Driver’s License issued by the Taxi and Limousine Commission (TLC). A current (not expired) For-Hire Vehicle License or a Medallion For-Hire Vehicle License are also acceptable.

To obtain a TLC Driver’s License, you must:

  • Be at least 19 years of age
  • Have a valid Social Security Number (SSN)
  • Have no more than 6 points on your DMV license within 15 months from the date of your most recent violation
  • No outstanding fines, tickets, or parking violations

Section 2: TLC Driver’s License Checklist

1. Upgrade your license to Class E or a Commercial Driver’s License (CDL)
2. Complete the TLC license application
3. Take Defensive Driving and WAV courses
4. Take a 24-Hour TLC Driver Education Course
5. Complete your TLC Driver’s License exam
6. Complete a Drug Test
7. Get Fingerprinted
8. Obtain a TLC medical exam
9. Upload documents

Section 3: TLC License Renewal Application Process

1. Complete both required courses:

4. Submit any required documents online on TLC UP Portal

It is important to follow the process step by step, however the friendly staff at the AA DTC can provide drivers with assistance who have some difficulty while signing up.
