Section 1: TLC Eligibility Requirements
All New York City drivers must have a TLC Driver’s License issued by the Taxi and Limousine Commission (TLC). A current (not expired) For-Hire Vehicle License or a Medallion For-Hire Vehicle License are also acceptable.
To obtain a TLC Driver’s License, you must:
- Be at least 19 years of age
- Have a valid Social Security Number (SSN)
- Have no more than 6 points on your DMV license within 15 months from the date of your most recent violation
- No outstanding fines, tickets, or parking violations
Section 2: TLC Driver’s License Checklist
- Upgrade your license to Class E or a Commercial Driver’s License (CDL)
New York State Driver’s License: Complete the Class E driver’s license form to upgrade your DMV license to a Class E or Commercial Driver’s License (CDL). Fees may vary.
Out-of-State Driver’s License: If you don’t have a New York State license, you’ll need to request a certified DMV abstract and clarify your driving history when you request an upgrade. Submit your form or request an abstract at your local DMV.
- Complete the TLC license application
Submit your application for a TLC license. This is in addition to your DMV license.
After you submit your application, you have 90 days to complete and submit all the requirements below. These requirements do not need to be completed in the order listed.
- Take Defensive Driving and WAV courses
Complete a Defensive Driving course and Wheelchair Accessible Vehicle (WAV) course.
- Take a 24-Hour TLC Driver Education Course
Complete a 24-Hour TLC Driver Education course.
Study guides are available in English, Arabic, Spanish, Mandarin, Bengali, Urdu, and Russian.
- Complete your TLC Driver’s License exam
The TLC requires that you pass an exam after you complete the 24-Hour TLC Driver Education Course. You will receive an email from PSI (the testing center) with a link to register for the exam. Exams are available at PSI Centers in English, Arabic, Bengali, Simplified Chinese, Russian, Spanish, and Urdu. The exam fee is $49.
- Complete a Drug Test
Complete a drug test at a TLC-approved location. You must bring your driver’s license, your TLC application receipt with your application number, and a $32 payment.
- Get fingerprinted
Complete the required fingerprinting through the IdentoGO NY website here.
Enter the service code 15425Y to create an appointment. The fee is $90.00 payable by card at the time of your appointment.
- Obtain a TLC medical exam
The TLC requires you to obtain confirmation that you passed a medical exam. Book a doctor’s appointment and have your provider complete the Medical Certification Form.
- Upload documents
Upload your remaining documents and check your progress on the TLC Upload Portal. You will need to upload:
- Medical Certification Form
- Defensive Driving Course Certificate
- Copy of Class E Driver’s License or Commercial Driver’s License (CDL)
The following requirements will be reported by the relevant entity. You do not need to upload the following:
- WAV Course Confirmation
- Confirmation that you passed the 24-Hour TLC Driver Education Course and TLC Driver’s License exam
- Drug Test confirmation
- Fingerprinting confirmation
Section 3: TLC License Renewal Application Process
- Complete both required courses:
- TLC Renewal Course
- Defensive Driving Course
- Renewal Fee
- Confirm contact information and pay renewal fee on LARS
- Drug Test
- Submit any required documents online on TLC UP Portal
It is important to follow the process step by step, however the friendly staff at the AA DTC can provide drivers with assistance who have some difficulty while signing up.

GOING BEYOND FOR YOU!
AA Driver Training Center
At the AA DTC we have you, the student in mind. New York City as we all know, is an extremely busy place. We know how important your time is and how hectic driving can be. We have tailored the mandatory TLC courses to assist you to maintain your compliance with the TLC and would like to invite you to one of our facilities to experience a training day like no other.
Currently, we operate at two locations (1) 420 42nd street Brooklyn, NY and (2) 143-28 41st Ave Flushing, NY. We offer in the morning and evening, courses in English, Chinese and Spanish for the 24 Hour, Renewal, WAV, DDC and PED. Our staff and Instructors are very professional, knowledgeable and courteous and will do everything to assist you throughout the day. For your convenience, both training locations are also accessible by wheelchair.
Your day usually begins by entering one of our clean and sanitized facilities and being greeted by our friendly service representatives, who then proceeds to register you for your class. Once this step is completed, you are welcome to partake from our complimentary coffee, tea and water stations. There are also sufficient rest facilities for your comfort. You will then head to your class to meet and greet with your knowledgeable instructor. Throughout your day here, you will get three breaks which includes a lunch break.
Your course will be presented to you by your instructor through reading manuals, audio-visual slides and conversation. We encourage you to ask as many questions as you need and share your experiences as well. Sometimes, usually on a Wednesday, we serve complimentary pizza for lunch, so you can grab a slice or two! At the end of your course, we encourage you to take a 1-minute survey and write a 1 minute google review about your experiences here.
